I've contacted the General Assembly of Illinois

I've contacted all the Republicans I could (all the ones that had an email listed) and a few Democrats.  I did get one reply from someone.   They were talking about pension reform and not burdening the people with the issue.  They didn't see the email contents.  Still, maybe they'll go. 

At least I tried.
